Prevention
Purpose:
To strengthen and support families in preventing children from coming into care.
Key Programs/Functions:
- Keep children out of care and prevent children from coming into care
- Keep families healthy by providing family supportive services in five areas
- Assess needs by community-based on the 5 family supportive services we provide
- Utilize a project based learning technique and a three tier framework – primary, secondary, tertiary when developing and delivering community-based projects
- Primarily working with general population where one or more risk factors may occur
- Secondary working with targeted groups
- Tertiary projects working where risk factors have already occurred
- Partnering and linking families with collateral services, internally or externally
- Help families identify their natural supports and network with their support systems
- Prevention and protection work as a team to support children and families
Intake/ Child Protection
Purpose:
To ensure the safety and well-being of children in need of protection
Key Programs/Functions:
- Child protection investigator: assess safety, risk, gather information, coordinate and collaborate with other relevant services (RCMP, medical, school, leadership, natural family supports, consult with program manager, Family Strengths and Needs Assessment, investigation record)
- Family services worker: review Family Strengths and Needs Assessment and investigation record package, determine legal involvement, collaborate with PSW/family/health services, case management plan, case management system and review child protection every 120 days/CAD (Child Assesment and Development Plans) & ACP’s (Assessment and Case Plan) every 120 days, pay lists and administration, contact standards/2 days as per FRA, after 18 months – permanent planning/court
- Family Resource/Guardianship Unit: conflict resolution process, use Elder support, Place of Safety to keep children within their family networks, log information, complete background checks, conduct home study, provide care agreement/FASD info/passports/handbook; maintain contact standards 2x/year; reimplementing Extending Our Families Through Unity Training; adoptions are referred to MSS
- Parental service agreement – emotional reunification with family and children in care; vary PSI orders to better meet the needs of high needs children in care – DLSA; register youth with Treaty #; organize Youth Transitioning out of Care workshop with protection/prevention
Partnership
Purpose:
In partnership with external stakeholders, support member First Nations in the delivery of integrated human services targeting at risk children and families
Key Programs/Functions:
- Conduct asset mapping
- Reintegration of children back to member First Nations
- Providing educational and life skills awareness
- Continuous dialogue with member First Nations and MSS in order to identify resources
- Provide cultural activities, language programs and storytelling, arts and crafts to youth
- Actively involved in long-term case planning
- Advocacy in child and family services
Executive Management and Corporate Services
Purpose:
To provide accountability and strategic directions, management/operations oversight and maintain standards for the Yorkton Tribal Council Child & Family Services Inc. Administration
Key Programs/Functions:
- Internal/External Liaison (maintain regular relations with YTCCFS Inc. Board of Directors, member First Nations, government funders and other agencies)
- Management and Operations (provide overall management and administration for the YTCCFS Inc., risk management, management oversight, executive limitations, succession planning for Board and Executive Director)
- Informatics and Information Technology (provide overall management and maintenance of information technology systems, data integrity, business intelligence and privacy management, database application development, user training, data security and risk management)
- Human Resources (ensure staff compliance with the YTCCFS Inc. Personnel Policies and Procedures, recruit, train and retain qualified staff, manage the group insurance, pension plan, employee assistance program, salary classification system and personnel record management)
- Finance Services (secure assets – monetary/capital, through secure, reliable systems that enables the gathering, sharing, analysis and distribution of financial management information to key stakeholders and funders and ensure compliance with the YTCCFS Inc. Financial Policies, relevant laws, contracts and agreements)
